If the problem with your GE washer is that it fills with water to the selected level, the motor starts running, but the agitator will not agitate to wash the clothes.
The problem could be a worn out agitator coupler.
This washer uses a bell or coupler to hold the agitator in place. The coupler has splines that mate with the splines in the transmission shaft.
When the user keeps overloading the washer, the splines in the coupler wear out and the shaft on the transmission is not able to turn the coupler and the agitator can’t agitate anymore.
