How to check the wall outlet
 

To check the wall outlet to make sure that there are the proper voltages present at the outlet, do the following.
  1. Disconnect the dryer from the wall outlet.
  2. Remove the terminal block cover plate.
  3. Set your multimeter to read higher than
    240 volts AC.
  4. Use a set of alligator clips on the multimeter
    test probes. These alligator clips will free
    you from having to handle the multimeter
    when you are doing the test.
  5. Connect one of the test probes to the right terminal
    on the terminal block. Connect the other test probe
    to the left terminal on the terminal block.
  6. Place the multimeter on a chair or something,
    just make sure not to touch the dryer or the
    meter during the test.
  7. Connect the dryer cord to the wall outlet, and
    check the reading, without touching the dryer.
  8. If you don't touch the dryer during the test, then
    there is no chance for you to get an electrical
    shock.
  9. The reading should be about 240 volts AC
  10. Disconnect the dryer from the wall outlet
  11. Connect the test probes to the terminal on
    the center.
  12. Take a reading between the terminal on the
    center and the terminal on the right, then the
    terminal on the left.
  13. The reading should be about 120 volts AC on both
    readings.
  14. If you don't get the right voltages, that could
    prevent the dryer from running or heating.

You will need to be very careful when checking the voltages at the terminal block.
